Annual Plan 2026-27
Annual Plan of the Grama Panchayat
The Grama Panchayat Annual Plan is the backbone of Kerala’s People’s Planning Process (Janakeeya Aasoothranam). It is a decentralized planning system designed to understand the needs of local residents directly and implement development activities accordingly. Its main features are:
Bottom-up Planning: The planning process begins by collecting suggestions and proposals from the people through Grama Sabhas.
Sector-based Development: Development activities are divided into different sectors such as production, services, and infrastructure.
Working Groups: Separate working groups are formed for each sector, including experts and relevant stakeholders.
Prioritization: Development seminars are conducted to identify and prioritize the most essential projects.
Resource Mobilization: Funds are mobilized through Plan Funds, own-source revenue, and Central and State Government schemes.
Transparency: Projects are monitored online through the Sulekha software.
Approval: Projects become operational after obtaining approval from the District Planning Committee (DPC).
Social Justice: Special allocations are earmarked for the welfare of Scheduled Castes, Scheduled Tribes, and Women’s Component Plans.
Continuous Monitoring: The quality and implementation of projects are evaluated by the public through social auditing.
Sustainable Development: The process promotes self-reliance by making effective use of local resources.
In short, it is a democratic model of decentralized development that ensures local development through the active participation of the people.
